    Customs Regulations for Moving to the UK

    Used Household Goods and Personal Effects

    Required Documents

    • Clear and legible copy of passport
    • Detailed inventory in English, signed and dated by the owner of the goods
    • Transfer of Residence (ToR) application
    • Copy of bill of lading (BL) or air waybill (AWB)
    • C426 form with cover letter from respective embassy (diplomats)


    Specific Information

    Effective from 1/1/2023, owners of the goods must apply for a Transfer of Residence (ToR) online.
    Approval grants import duty and charge relief for personal and household effects.
    ToR application must be submitted before packing the shipment.
    Once approved, the owner of the goods will receive a Unique Reference Number (URN) to be provided to UK Customs instead of the previous customs form C3.
    After 3/31/2023, the C3 form will be obsolete and not accepted for Customs clearance.
    To access the ToR application, refer to the ‘Consignment Instructions’ section at the end of this document.

    Documents must be received by the agent prior to the shipment’s arrival.
    Incomplete or delayed documentation may result in additional fees charged by the agent.
    Inherited goods require a C1421 form, copy of the death certificate, and copy of the living will.
    ToR application must be submitted within 12 months from the date of entry into the UK.
    Personal belongings or private vehicles can be imported duty and tax-free if:

    You are moving your normal place of residence to the UK only.
    Your normal place of residence was outside the EU/UK for at least 12 continuous months.
    You have possessed and used the belongings for at least 6 months outside the EU/UK before importing them.
    Motor Vehicles

    Required Documents

    • ToR1 Application
    • Original bill of lading or airway bill
    • Declaration form C384 (if the vehicle is less than 6 months old)
    • Copy of registration documents proving ownership
    • Insurance policy documentation (copies from the country of origin proving use)
    • Utility bills or bank statements demonstrating that the place of residence was outside the European Union/UK for over 12 months


    Specific Information

    Duty-free entry is allowed for vehicles that have been possessed and used for at least 6 months outside the European Union/UK before importation and will not be sold or disposed of within 12 months after import.
    Vehicle import intention must be registered in advance with the DVLA before starting the shipping process.

    Specific Information

    • Pets must comply with the Pets Travel Scheme (PETS).
    • Pets must be licensed by the Animal Health department.
    • Quarantine is required for pets upon entry.
    • Animals must be microchipped (Scotland).
    • Dogs must receive a tapeworm treatment within 105 days of arrival (Scotland).
    • Pets not qualifying under the Non-Commercial Movement of Pet Animals must obtain an import license before importation.
    • Pets may be detained at the owner’s expense until compliant, so contact the destination agent to confirm the availability of a suitable facility.
    • Specific vaccination requirements apply for rabies, depending on the country of origin.
